Remember when you are laying out your duck decoy spread especially in extremely cold conditions to allow for a longer and wider opening in your decoys.  Make a long J shape with a lot of open water in front of you.  Here in Montana our ducks seem to be more willing to land if they have enough opening to glide in.  I know this is different from other states, but here it seems they like a larger opening to land.  As always, good luck and good hunting!!
