Three New Mexico outfitters are accused of manipulating the elk draw system to monetize hunting permits for out-of-state clients from 2019 to 2022. They allegedly created fake identities, used prepaid cards, and submitted forged documents to secure resident tags, facing charges of wire fraud and other offenses.
