The House Fish, Wildlife and Parks Committee is considering a bill that would make adjustments to Elk Hunting Access Agreements. Also known as 454 agreements, the program gives landowners a free bull tag for allowing three public hunters onto their property. One of the tweaks proposed in the new bill would ensure that one of the public hunters chosen would also possess a bull license. Another adjustment would allow landowners with less than 640 acres to participate if Montana Fish, Wildlife Parks determines the land is large enough to accommodate successful public hunting. Landowners who offer additional public cow elk hunting would see their application for the program prioritized. Last year, 37 landowners were awarded 47 free elk tags, up from 28 tags to 13 landowners in 2021.
